Our CEO, Mr. Seng Chan Thoeun, is a seasoned professional in the securities market, bringing over 10 years of experience and holding a master's degree in international finance from France. With a strong foundation in equity valuation, corporate restructuring, and financial statement analysis, he has successfully passed levels 1 and 2 of the Chartered Financial Analyst (CFA) program. Under Mr. Thoeun's astute leadership, Royal Group Securities (RGS) has achieved significant milestones in the Cambodia's capital market. He has spearheaded historic transactions, including overseeing the initial public offerings (IPOs) of three state-owned enterprises (PAS, PWSA, and PPAP). Moreover, he has led groundbreaking initiatives such as the first-ever corporate bond issuance, green bond and sustainability bond, guaranteed bonds by CGIF and GuarantCo, as well as the first-ever SME IPO on the growth board of CSX.
